What this approval actually is

The Pollution NOC is consent from your State Pollution Control Board (SPCB) under the Water Act, 1974 and the Air Act, 1981.
Consent to Establish (CTE) comes first — it approves your unit's location and proposed pollution control measures before construction.
Consent to Operate (CTO) comes next — it permits actual production, issued after the board verifies your pollution control systems.
Industries are categorised Red, Orange, Green, or White by pollution potential; White-category units are generally exempt from consent (intimation only).
CTO validity runs in years and varies by category — Red-category consents are shorter, Green-category longer — and must be renewed before expiry.
