Print Industry in India is growing at a fast pace so applicants willing to start a business in newspaper industry, they required apply with RNI Department. The Registrar of Newspapers of India, maintains a register of newspapers and periodicals published in India, so that no two newspapers or periodicals bear the same title, unless both are owned by the same person. To ensure this, the Press and Registration of Books Act, 1867 and the Registration of Newspapers (Central) Rules, 1956, require that an RNI (Registrar of Newspapers for India) license be obtained prior to commencement of a newspaper, periodical or printed publication in India. However, this registration is not required for news agencies, feature agencies, coaching material, or electronic publication.
The Ministry of Information and Broadcasting governs the Office of Registrar of Newspapers and is also responsible for maintaining the regulations of the Press and Regulations Act of 1867. There are some situations where license may not be issued by RNI such as, the title is too similar to a well-known foreign title in any language, title violates the Trademark and Copyright Act, title contains words like book/ channel/ gazette etc.
Once the title is made available for use, it must be applied for registration within a period two years. If it is not registered within 2 years, it may available to any other applicant. After the first issue of newspaper, it should be delivered to the RNI Department. An Annual Statement in Form-II is mandatory to submit on or before the last day of May every year. In case of change of printer, publisher, periodicity and printing press, the publisher or printer has to make a fresh declaration.
