OSP Registration

The category “Other Service Providers’ or OSP includes application services sector such as BPOs, call centers, e-learning, telemarketing, e-commerce, telemedicine, network operation centers, and other IT enabled services that use telecom resources. These OSPs are required to obtain a license from the Department of Telecommunication (DoT) as per the New Telecom Policy (NTP), 1999 This is called OSP or call center License. A call center cannot be legally operated without obtaining OSP License.

In order to get this registration, the OSP should be registered mandatorily as a Private Limited Company. Telecom Enforcement, Resource and Monitoring (TERM) is authorized to issue DOT license. This license is valid for 20 years unless specified otherwise, after which it can be extended for up to 10 years each time.

Every OSP is required to file an ‘Annual Return’ within six months of the end of each financial year, failing which it will be put in the dormant list. An OSP lying in the dormant list for two years will have its registration cancelled. The active and dormant lists are published on the DoT website. Additionally, all OSPs must also maintain compliance with the ‘Terms and Conditions’ for OSPs as prescribed by the Department of Telecommunications.
